Well obviously this one is a Troma release (most tend to be quite crappy), and while it's probably one of their better ones, it's far from great. It's about a mop boy named Melvin who works at a Health Club. He is taunted for being different until he falls into a vat of toxic chemical waste. Now he is a super hero and becomes a hero and so on... It's all just a little too stupid for my tastes, and I realize it was made intentionally with a sense of humor but I didn't do a heck of a lot of laughing. Still a bit of campy fun to be had (and moreso for a kid I think).
